Moreover, de-icing and other measures against low temperature need to be taken to prevent the freezing and icing of propulsion machinery, deck machinery and equipment, and other installations onboard ship. In addition, ports and countries with jurisdiction over sea ice areas generally institute independent regulations and policies regarding operations in these areas. Thus, careful attention also needs to be given to the regulatory controls and associated supporting systems put in place by each jurisdictional port and country with respect to the design plans and operation of ships that navigate such waters. For example, it is well known that ships wishing to navigate the Arctic sea route or sail to Sakhalin need to secure permission from the Russian government and obtain certificates issued by certain agencies within the Russian government before they can do so. From such a background, the Guidelines for Navigating Ice Covered Seas in Russian Territorial Waters were prepared for ships that satisfy the hull structure and structural requirements for propulsion machinery stipulated in ClassNK's Rules and Guidance for the Survey and Construction of Steel Ships, Part I: Polar Class Ships and Ice Class Ships. As such, the guidelines describe the measures necessary for operating in ice sea areas and polar waters as well as explain the procedures and related matters necessary to sail through Russian waters.
